Biden Says His Tripartite Plan For Iraq Is Working

KALISPELL, MT — Joe Biden’s proposal to quell violence in Iraq by splitting the country into separate, semi-autonomous regions by ethnic group — Shia, Sunni, and Kurd — may never have been formally implemented; but Biden says the good that’s happening in Iraq today follows from exactly what he proposed.
“They may not want to call it what I was talking about. But the end result is, there is a lot of autonomy in the Anbar province today. There is a lot of autonomy up in the Kurdish area today. And there is increasing autonomy in the Shia regions,” Biden told reporters on board his plane as part of a nearly 14 minute answer to the question of whether he still supports a tripartite solution in Iraq.
Biden had no problem crediting the surge once championed by John McCain for some of those successes as well, but said the question is what would McCain do next. “What confuses me, and it does confuse me about John McCain and Sarah Palin’s position on Iraq is, tell me the end of the story, John,” he said. “Victory sounds wonderful. We’re all for victory. What do you mean by victory?”
“We should stop arguing about whether or not the surge worked, and ask the question what do you do now? What do you do now, John? What’s the deal? The surge is over. It’s over,” Biden continued. “We’re drawing down incrementally, or we may not draw much at all and hand it off to the next president. But what do you do now that the surge is over. What’s the plan, Stan? What are you going to do?”
What Obama and Biden will do is draw down forces along a timetable — something Biden said everyone in America agrees with except for John McCain.
“I was asked the concluding question on the program today, he said do you think several years from now there will be peace and stability and a growing democracy in Iraq?” Biden said, referring to his appearance on NBC’s Meet the Press with Tom Brokaw. “And I said in an Obama-Biden administration, yes. In a McCain-Palin administration, I’m not at all sure. I don’t think so. Because I haven’t heard what they’re going to do at the end of the deal.”

Joe, after the surge is over, we make sure that the Iraqi government can handle things and continue the programs that helped make the surge work, then we leave the country, with a stable, independent democracy in the middle east.

While they don’t agree with each other all the time, they are working together because they know the future of their country depends on it. I think the point he is trying to make is that increasing your presence in an occupation may quell violence for a while, but it isn’t a solution to violence. As soon as you walk away, it springs back up. Hence, now that your surge has worked, what will you do?
Biden’s argument is that you do what he originally proposed: you separate the religious factions into autonomous regions. This is what has been happening and why the fires are slowly going out. Throwing more troops at a problem treats the symptoms just fine, but it does nothing to address the disease. What is the rational outcome of increasing troop levels other than a temporary solution to the problem? Biden is asking McCain for his long term solution. I’m not saying McCain doesn’t have one. I’d like to hear it, though.

You know, it seems to me the Obama campaign got their feathers a little ruffled when, to their surprise, the troop surge worked. And to no one’s surprise Obama and Biden both voted against the surge. And what gets me is that the Obama Camp. is just trying to sweep it under the rug and swing the topic any other way so they can hopefully divert people from seeing the that Obama was WRONG!!! Well imagine that. A man that has very little, if any experience at with the military makes the wrong decision when it comes to a war. And that is just what we want in our next Commander in Chief! Joe Biden has always been a good one for trying to take credit for other people’s ideas and work. Joe used parts of others (Kinnock, R. Kennedy) speeches in 1987 and used 5 pages of a Syracuse law review paper as his own in 1965. NBC national news broadcasts of mid September (17th or 18th) 1987 covered the above stories. Joe dropped out of the 1988 presidential race in September 1987. Dan Rather’s CBS September 17th or 18th broadcast covered his withdrawal speech. This year he dropped out due to lack of support. Obama has lost ground ever since Joe arrived. The Dems really messed up when they didn’t put Hillary on the ticket. But even Hillary’s popularity may not have been able to overcome Obama’s vacillation and promises.
As a middle income American and veteran, I would much rather have John McCain and Sarah Palin running this country, especially when it comes to the military and foreign policy.

I direct your attention to an article quoting a Stratfor report dated 9/28/2002.
The article, “US plans to merge Iraq, Jordan after war”, by Aslam Khan (easily found on Google), clearly states that the author of this plan is Vice President Dick Cheney.
The split up of Iraq into 3 parts is explained in detail in the Stratfor report that is quoted throughout the article.
Now I’m wondering whether I should consider this a plagiarism, or a memory loss. What do you think?

While all the media was busy beating up Palin, Anbar Province was handed over to the Iraqis. By the way, the ceremony there included a parade, where US troops were included WITHOUT helmets, guns and Kevlar.

The surge is only part of the reason that violence has been drastically reduced. One other part was that Al Sadr also told his militia to stand down at about the same time, and then the American military finally tried TE Lawrence’s recommendations and began working with people on a local level and buying the loyalty of the local leaders, just as Lawrence did during WW1. By the way, Joe Biden’s recommendations for how to resolve the mess in Iraq have been right on the money and in accordance with the history of the place, and should come closer than just letting it go on, and on, and on…… Iraq was never a homogenous country, but put together from 3 left-over old Ottoman vilayets of Mosul (Kurds) Baghdad (Sunnis), and Basra, (Shiites). It has been artificially held together since created, after WW1. Besides, the present Iraqi constitution calls for a federalism system anyway.
