If Bush couldn't get drilling in ANWR approved in 6 years with a Republican Congress, it won't get approved by a Democratic Congress. Offshore drilling, which Democrats are starting to consider, and development of alternative energy sources will reduce the demand for ANWR drilling in the long run. When there is no chance of something happening, a disagreement about it is not significant to the voters.
