Obama Keeps Iraq Options Open
During the primary slog, Barack Obama ran as the antiwar candidate who would end the war by removing one or two brigades a month until all combat forces are out of Iraq in about 16 months - a calculation Obama touted to Democratic voters. He claimed that he was the candidate who could best end the war since he had been against the invasion of Iraq from the beginning. Hillary Clinton, on the other hand he would point out, had shifted her stance on the war.
But now as Obama enters the general election phase where he must compete for a wider range of voters, he has been talking less about troop withdrawal - something he explained was because he’d been spending a lot of time talking about the economy.
Today the RNC sent out an email to political reporters suggesting Obama would soon reverse, or at least soften his position on troop withdrawal in Iraq. In the body of the email was a lone quote from a Liberal DC think tank analyst, who wrote an OP-ED in today’s Washington Times. “Three or four of his Iraq advisers are hinting of greater flexibility. … That indicates the potential for some change in his previous position or at least some flexibility,” the quote read.
Today at a press availability in Fargo, North Dakota, Obama dismissed the claims as “pure speculation,” and that he has been consistent all along. “I believe the war in Iraq was a mistake, that we need to bring this war to a responsible end. I have said repeatedly, although it was recently quoted as something new, that we need to be as careful getting out as we were careless getting in and that view has not changed…I have always said that I will listen to commanders on the ground; I’ve always said that the pace of withdrawal would be dictated by the safety and security of our troops and the need to maintain stability,” he said.
Noting his planned trip to Iraq this summer on a Congressional Delegation, Obama said, “When I go to Iraq and I have a chance to talk to some of the commanders on the ground, I’m sure I’ll have more information and will continue to refine my policies,” acknowledging that his views on Iraq are not static.
So is this a “reversal” for the anti-war Democrat to appeal to more conservative voters? The Obama camp says it is not, and pointed reporters to a list of quotes showing the candidate has used similar language throughout his candidacy - including a quote from a television interview immediately following his announcement last February.
“What happens [in Iraq] is dictated by conditions on the ground and what the commanders say,” he told 60 Minutes on February 11, 2007. And in a nationally televised debate last September, Obama cautioned, “I believe that we should have all our troops out by 2013, but I don’t want to make promises, not knowing what the situation’s going to be three or four years out.”

June 2008: Obama: I’ve Consistently Said That I Will Consult With Military Commanders On The Ground And Be Open To The Possibility Of Tactical Adjustments. Obama said, “I’ve also consistently said that I will consult with military commanders on the ground and that we will always be open to the possibility of tactical adjustments. The important thing is to send a clear signal to the Iraqi people and most importantly to the Iraqi leadership that the U.S. occupation in Iraq is finite, it is gonna be coming to a foreseeable end.” [MSNBC, 6/16/08]
Obama Said That Ending The War Successfully Would Require Adjustments, “Listening To Our Commanders On The Ground.” Obama said, “Let me be clear: ending this war is not going to be easy. There will be dangers involved. We will have to make tactical adjustments, listening to our commanders on the ground, to ensure that our interests in a stable Iraq are met, and to make sure that our troops are secure.” [Speech, 3/19/08]
Obama Said That He Would Listen To The Commander On The Ground “In Terms Of The Pace, The Approach, The Tactics For The Withdraw.” Obama said, “What I’ve said repeatedly is that I will call my Join Chiefs of Staff as well as commanders in the field. And, the entire national security apparatus. And, give them a new mission. Which is that we are going to withdraw from Iraq. Now, we are going as careful getting out as careless as we were getting in. I will listen very careful to them in terms of the pace, the approach, the tactics for the withdraw.” [Press Avail, 3/12/08]
March 2008: Obama Said He Would Give Senior Military Leaders Opinions Great Weight In Implementing His Iraq Plan But As Commander In Chief Would Make His Own Assessment Of The Situation. Obama was asked “what weight will you give to the counsel of the Chairman of the Joint Chiefs, the CENTCOM [U.S. Central Command] commander, the combatant commander on the ground in Iraq and current intelligence chiefs on the ground in Iraq regarding an immediate phased withdrawal?” Obama said, “I will give their counsel great weight. But, as commander in chief, it is my responsibility to make my own assessment of the situation. We must send a clear signal to the Iraqi political leadership that we are leaving Iraq on a timeline. Doing so will put pressure on those leaders to begin to resolve the political impasse at the heart of this civil war. But I also want to be clear about another thing. I am worried our Army is overstretched and that we have asked an awful lot from our military families. Many in our senior military leadership are worried about a plan that will keep 130,000 troops on the ground in Iraq for the foreseeable future. So, as commander in chief, I will also have to take into consideration the counsel of other senior military leaders who may be concerned that Iraq is undercutting our ability to confront other security challenges.” [Washington Post, 3/2/08]
March 2008: Obama Said The Size Of The Residual Force Will Depend On Consultation With Military Commanders And “Will Depend On The Circumstances On The Ground.” Obama said, “The precise size of the residual force will depend on consultations with our military commanders and will depend on the circumstances on the ground, including the willingness of the Iraqi government to move toward political accommodation. But let me be clear on one thing: I will end this war, and there will be far fewer Americans in Iraq conducting a much more limited set of missions that include counterterrorism and protection of our embassy and U.S. civilians.” [Washington Post, 3/2/08]
November 2007: Obama Said He Would Leave Residual Troops In Iraq Based On The Levels Of Violence, “It’s Not My Job To Specify Troop Levels.” Obama said, “If we see a serious effort by the Iraqi leadership to arrive at an agreement and an accommodation and you’ve seen continued reductions of violence, then you need one level of troop protection for the embassy…If things have gone to hell in a hand basket then you need another … It’s not my job to specify troop levels. My job is to tell our commanders on the ground, ‘Here’s your mission. Protect our embassy, protect our diplomats and our humanitarian workers in the area and make sure al Qaeda in Iraq, or other terrorist organizations inside of Iraq are not re-establishing bases there.” [Fosters, 11/28/07]
November 2007: Obama Said U.S. Has To Make Sure “We Are Not Just Willy-Nilly Removing Troops” And That It May “Take A Little Bit Longer” In Some Areas Where There Is Less Stability. “According to all the reports, we should have been well along our way in getting the Iraqi security forces to be more functional. We then have another 16 months after that to adjust the withdrawal and make sure that we are withdrawing from those areas, based on advice from the military officers in the field, those places where we are secured, made progress and we’re not just willy-nilly removing troops, but we’re making a determination – in this region we see some stability. We’ve had cooperation from local tribal leaders and local officials, so we can afford to remove troops here. Here, we’ve still got problems, it’s going to take a little bit longer. Maybe those are the last areas to pull out.” [New York Times, 11/1/07]
November 2007: Obama: “If The Commanders Tell Me They Need X, Y And Z, In Order To Accomplish The Very Narrow Mission That I’ve Laid Out, Than I Will Take That Into Consideration.” “You raise a series of legitimate questions. As commander in chief, I’m not going to leave trainers unprotected. In our counterterrorism efforts, I’m not going to have a situation where our efforts can’t be successful. We will structure those forces so they can be successful. We would still have human intelligence capabilities on the ground. Some of them would be civilian, as opposed to military, some would be operating out of our bases as well as our signal intelligence…But listen, I am not going to set up our troops for failure and I’m going to do something half-baked. If the commanders tell me that they need X, Y and Z, in order to accomplish the very narrow mission that I’ve laid out, than I will take that into consideration.” [New York Times, 11/1/07]
November 2007: Obama: “Even Something As Simple As Protecting Our Embassy Is Going To Dependent On What Is The Security In Baghdad…If There Is Some Sense Of Security, Then That Means One Level Of Force. If You Continue To Have Significant Sectarian Conflict, That Means Another.” “I have not ascribed particular numbers to that and I won’t for precisely the reason I was just talking to Michael about. I want to talk to military folks on the ground, No. 1. No. 2, a lot of it depends on what’s happened on the political front and the diplomatic front. Even something as simple as protecting our embassy is going to be dependent on what is the security environment in Baghdad. If there is some sense of security, then that means one level of force. If you continue to have significant sectarian conflict, that means another, but this is an area where Senator Clinton and I do have a significant contrast.” [New York Times, 11/1/07]
September 2007: Obama Said He Believed “That We Should Have All Our Troops Out By 2013, But I Don’t Want To Make Promises.” Obama said, “I think it’s hard to project four years from now, and I think it would be irresponsible. We don’t know what contingency will be out there. What I can promise is that if there are still troops in Iraq when I take office — which it appears there may be, unless we can get of our Republican colleagues to change their mind and cut off funding without a timetable — if there’s no timetable — then I will drastically reduce our presence there to the mission of protecting our embassy, protecting our civilians, and making sure that we’re carrying out counterterrorism activities there. I believe that we should have all our troops out by 2013, but I don’t want to make promises, not knowing what the situation’s going to be three or four years out.” [NH DNC Debate, 9/26/07]
Obama Said That The Redeployment Would Be Predicated On “What The Commanders Say.” Obama said, “Now we don’t have a lot of good options. We’ve got bad options and worse options. What I’ve proposed is that we should initiate a phase redeployment. Start taking our combat troops, deploying them in the region, deploying them in Afghanistan, focus them on the broader war on terror. What happens is dictated by conditions on the ground and what the commanders say.” [60 Minutes, 2/11/07]

What happen to ‘the buck stop with me’?
what happen to ‘the president sets the mission’?
whet happen to ‘I will pull out no matter what the generals say’?
this guy IS A B.S. ARTIST!!!!
obama you are a LIAR. Why do we have 4 different blogs on the same topic - oh - guess obama CHANGED his mind - 4 times in one day!!!
DNC - you picked the WRONG guy - its not too late to CHANGE your mind - you made a
“Bonehead mistake” - Nominate Hillary Clinton!
OBAMA IS AN ATTORNEY…NUFF SAID.
How interesting for Obama to begin to change his tune on the very issue that he battled with Clinton about…how fast is fast in order to get out of Iraq yesterday….and now we are to truely believe that he is changing his mind on this pivotal issue….RIGHT???? He may say he is for listening to the general buit from the very beginning Obama has been AGAINST the idea of the US being there….Oh he may listen to the generg=als but they will be “his generals” who he approves and will imprint his action through these hand-picked general….so it will be his decision what they desire to do if he was president. DO not believe for one nano-second that internally Obama has change one direction away from Iraq…this is a political stunt to confuse the american voters to think he has changed his spots….NOT. The more I see this coming out of the Obama camp it suggests further they are in trouble on the core US valves as are so many far left dems and they are trying to “change” to get elected only to return to their roots once elected.
I knew Obama was lying when he said he was going to get the troops out.
Mr. Obama doesn’t know any thing about Irag, it’s very obviuos he have no experience in this matter (in general he have not) and for me it sound like he is repeting the same words President Bush it’s been saying…the troops will come back when the military chiefs decide it is the right time, and not dictated by a politician. At least in the war in Iraq “page” he won’t CHANGE any thing even he promised it.
Well after the lie he is putting out now I just do not get how he has a single person willing to vote for him. He is claiming he helped bring welfare down by 80% when he was against the reform of that system. He actually has an add out stating that. Go look it up. The man is just too much. How can anyone with a brain vote for Obama? Higher taxes, less jobs, more welfare, and more government spending, yes I see our country in four more years, the one that used to be.
I think it’s pretty hilarious that Obama thinks he can talk Ahmadinejad down. It really shows some ignorance of there culture. I just read a really good article,Should The President of the United States Talk to Ahmadinejad? , that does a pretty good job explaining why this probably wouldn’t have great results.
This is Obama’s new MO - he said the same thing when he renegged on his agreement to take public financing. He says he wants to now “weigh his options” “keep the door open”. Loser
flip flop flip flop. go where the wind blows. lemme see what will fool people in believing i really care about this country. no obama! mccain 08
dont you guys feel used and lied to after he turns around on his main issue? I wonder if Americans will wake up an see Mr. Obama for what he really is ? we dont need Pooh Bear policies for our nation. It could be another hormone surge .
It doesn’t seem to serve much purpose to continually go over the current negative status of everything or repeatedly over how the Bush-Cheney administration and their supporters have so arrogantly and irresponsibly contributed to the problems just for self-serving purposes – as everyone is fully aware of all of that. Then all of the irrational and emotional negative attacks, which by the way have barely started and will become more aggressive (both overtly and covertly), lack any real credibility and are simply aimed to intentionally confuse and mislead (remember Swiftboat). There also doesn’t seem to be a lot of benefit in evaluating and arguing over any of the candidates’ current stated positions on individual issues as we know that so much is said for affect and all of it really is (even necessarily) subject to being adjusted. And, for sure, there is no value in lamenting over what should have been. There possibly may be some value in some of those things … but just not in the discernment process for deciding who to vote for. The only choice is either John McCain or Barack Obama and that simply is a choice between John McCain’s stated guarantee for more of the Bush-Cheney policies and more of Washington as usual, … or Barack Obama’s promise, with no guarantee, for a chance to have change, including for more focus on benefiting all of the people. To simplify, that is it and is all we really know and will ever know for sure. Regrettably it comes down to deciding whether you want more of the same or to take a chance on getting credible change, and that decision has to be based on what you feel, as what the candidates, their supporters, or even the media offer is contaminated with an abundance of subterfuge.
Where did this nerd Obama come from.
The comic relief department must have
sent him.
Obama is not fit to lead!
I see that my comment did not make it on this post… i guess its because it was not a “down Obama” comment, it was not worthy of been posted with the rest of lies and ignorants people that have posted comments. This one probably wont make it either.
Fox has it little exclusive club and people who think for themselves is not invited.
So continue to have Rush L. and Bill O. THINK for you and then regurgitate it on conservative blogs without checking to see if it has any words of truth to it.
You guys are all crazy. We need to cut the guy some slack. I can name at least 2 different times where Sen. John McCain has straight LIED!!! ( his knowlege about the economy, Katrina, etc.. ) Obama is just stating the facts that IF it takes longer than his goal the responsible thing to do is re-adjust. Why do we have to critique every single word his says. If you really care about your country, ask questions, do your research. Haven’t you figured it out by now. Republicans love war. The media brainwashes us with what they want. I doubt this comment will even be posted. 1/3 of the chinese is more than our population. If they ever invade, we are all history. Let’s bring the troops home and protect every coastline, border and crossing let’s protect our land of the free.
And now Kerry comes out stating that McCain was wrong on the war….what is this, every sunday the week begins with a dem shooting themself in the foot…last week it was Clark and now Kerry who has even less credibility than Clark…..this must be some type of “big plan” on the part of Obama……bring back the past people who have no credibility and have them attack McCain. Kerry if anyone should know from his info within the senate and trips to iraq that McCain and the surge was right but he too has been blinded by this total dems blinded eyes to the inprovement in Iraq. I still marvel that those ‘credible?” dems who should be totally aware of the improvement in Iraq have continued to try to sell that no progress has been made and it was a better idea to just leave millions to be enslaved by iranian operative and insurgent thugs from one year ago. I can not understand how these “knowledgeable people” can have such support of abolishment of slavery with our civil war and yet do everything to defeat any attempt to free from slavery/oppression millions in Iraq….this is the height of double standard which is unbelieveable. At least McCain had the fortitiude to reveal what america should stand for but not the dems…seems removing from tyrany/enslavement only applies to these united states and not in Iraq.
